HOSTED EMERGENCY NOTIFICATION SYSTEM

Sealed Proposals must be delivered to the address stated above, prior to the time and date listed as the public opening. The RFP # and Attn: Robert J. Pittfield must be clearly written on the outside of the envelope. Please submit 1 original and 1 copy of proposal.
Scope of Services:
The hosted emergency notification system must enable the Township of North Bergen to communicate effectively with the community or staff in a timely manner. The system should allow the Township to record and automatically broadcast voice messages to any or all individuals within the community. Such notification needs include, but are not limited to, community bulletins, natural disasters, terrorist threats, police emergencies and industrial disasters.
The emergency notification system must address the following functionality:
• Hosted system that does not require the Township to purchase equipment or phone lines
• Ability to acquire listed and unlisted phone numbers for the Township of North Bergen that can be updated monthly
• High-speed outbound calling
• Highly configurable voice messaging options
• High-speed mass pager notification
• Must provide SMS Messaging via secured gateway
• High-speed mass e-mail notification
• North Bergen has a population of over 60,000, the respondent must demonstrate that they have an active client doing multi-alert messaging for a Township this size or higher.
• Notification scheduling
• Real-time notification progress
• Historical reporting for any notification campaign
• Notification list management
• G.I.S. integration
• High-capacity inbound call processing
• Weather alerts
• Existing notification data import functionality
• Public web portal to allow changes to notification lists
Proposals will be evaluated by the Township of North Bergen on the basis of the most advantageous, price and other factors considered. The evaluation will consider:
a. Licensure, experience and reputation in the field;
b. Ability to address, complete, and facilitate all items stated in the above scope of services;
c. Knowledge of the Township of North Bergen and the subject matter to be addressed under the contract;
d. Availability to accommodate any required meetings of the Township;
e. Compensation proposal;
f. Other factors to be demonstrated to be in the best interest of the Township of North Bergen.
This contract will be awarded for 1 year, beginning March 1, 2012 and ending February 28, 2013. The Township of North Bergen reserves the right to reject any and or all responses.
Please include a copy of your NJ Business Registration Certificate and documentation of required Affirmative Action. Required affirmative action documentation includes one of the following:
1) A letter from the U.S. Department of Labor that the contractor has an existing federally approved or sanctioned Affirmative Action Program.
OR
2) A Certificate of Employee Information Report Approval.
OR
3) An Affirmative Action Employee Information Report (Form AA302).
The public opening will be held in the Municipal Chambers of the Township of North Bergen located at 4233 Kennedy Boulevard, North Bergen, NJ, on Wednesday, February 22, 2012 at 10:00am.
