NOTICE TO BIDDERS
FOR CONSTRUCTION CONTRACTS
Sealed bids will be received by the Purchasing Agent of the Township of North Bergen, in the County of Hudson, State of New Jersey, at the PURCHASING OFFICE, ROOM 211, Municipal Building, 4233 Kennedy Boulevard, North Bergen, New Jersey on Thursday, January 11, 2024, 10 AM prevailing time at which time and place will be opened and read in public for
85th STREET DRAINAGE IMPROVEMENTS PROJECT
NJEIT PROJECT # S340652-17
In general, this project consists of the removal of the existing stormwater system and appurtenances of the 85th Street Stormwater System and the installation of approximately 1,899 linear feet of new storm sewer pipe and 1,520 linear feet of sanitary sewer mains and appurtenances.
This project is funded in part by the New Jersey Environmental Infrastructure Trust Program and the successful Bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED).
A fee of $100.00 will be required for each set of Bid Documents.
Specifications may be obtained from the Department of Purchasing, Lower Lever, Municipal Building, 4233 Kennedy Boulevard, North Bergen N.J. during regular business hours from 9:00 A.M. to 4:00 P.M. daily, except Saturdays, Sundays, and holidays.
All bids must be enclosed in a sealed envelope bearing the name and address of the bidder and the words “85th STREET DRAINAGE IMPROVEMENTS PROJECT - NJEIT PROJECT # S340652-17”. Bid proposals must be addressed to the Township of North Bergen, 4233 Kennedy Boulevard, North Bergen, New Jersey 07047, Attention: Purchasing Agent. Delivery of bids must be in person, by overnight courier, or by mail. No bids will be accepted if they arrive after the date and time specified above.
Bids for said contract must be based upon and in strict accordance with the aforesaid specifications.
Bidders must present a New Jersey Business Registration Certificate prior to the award of the contract if it is not submitted with the bid.
All bids must be stated in words and figures and proposals must be made on the standard proposal form in the manner designated therein and required by specifications.
Bid proposals must be placed in a sealed envelope addressed to the Township of North Bergen, 4233 Kennedy Boulevard, North Bergen, New Jersey 07047, Attention: Purchasing Agent, along with the name of the project marked clearly on the outside of the envelope. Delivery of bid must be in person, Federal Express or Express Mail Service. No bids will be accepted after the date and time specified above.
All bids must be submitted on forms for that purpose to be obtained from Purchasing Agent.
All Contracts will be on standard form contracts which are available for inspection in the Law Department.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
The Township of North Bergen reserves the right to waive informalities on bids and to reject any and all bids, if deemed in the best interest of the Township to do so.
This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, which require that no less than 10 percent of the total amount of all contracts related to the project shall be awarded to SEDs, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.
This Notice shall appear in the Newspaper not less than ten (10) working days before the bid opening; and notice of revisions or addenda to advertisements or bid documents will be as outlined in N.J.S.A. 40A:11-23.
For all contracts the date fixed for receiving the bids shall not fall on Monday, or any other day directly following a State or Federal Holiday as outlined in N.J.S.A. 40A:11-23A.
