NBPD Launches Blue Envelope Program to Support Drivers with Autism Spectrum Disorder
April 18, 2025The North Bergen Police Department proudly introduced its new Blue Envelope Program at the Township Commission meeting on Wednesday, Apr. 16, 2025. Launched during Autism Awareness Month, the initiative is designed to support safer and more effective interactions between law enforcement and drivers on the autism spectrum.
The program was envisioned by Commissioner of Public Safety Allen Pascual and Chief Robert Farley as a way to help local residents who are on the spectrum. In Detective Kevin Rodriguez – a North Bergen officer and father to a son that is on the spectrum – they found a committed member of the force and community who was able to spearhead this initiative with passion and heart.
Participants in the program receive a blue envelope and “NBPD Blue Envelope Program” decals to place on their vehicle and their home as notification to law enforcement officers or first responders. The envelope is designed to hold essential documents (such as a driver’s license, registration, and insurance) and includes clear, written instructions for both the driver and law enforcement.
For drivers, the envelope offers guidance on how to navigate a traffic stop, helping to reduce anxiety and improve preparedness. For officers, the envelope acts as a visual cue to modify their communication approach; for example, by showing patience and allowing extra time for the individual to process instructions. The goal is to reduce misunderstandings and promote safe, respectful interactions.
Det. Rodriguez spoke at the presentation about his personal experiences as father of a child on the spectrum, and expressed his goal that the program will encourage officers to be more empathetic and understanding.
The Blue Envelope Program is voluntary and confidential, and part of a broader effort by the North Bergen Police Department to foster inclusive, understanding, and respectful policing practices.
